Supporting Independence Through Homemaker & Personal Care Services
Homemaker/Personal Care (HPC) services support individuals in becoming more independent while meeting their daily living needs—both at home and in the community. These services are designed to help each person live as independently and meaningfully as possible, with supports tailored to their goals and abilities.
What HPC Services Include
HPC services can include a wide range of supports, such as:
- Self-Advocacy Training – Assisting individuals in expressing personal preferences, asserting their rights, and making informed, responsible choices.
- Self-Direction – Encouraging decision-making and independence in all aspects of daily life.
- Daily Living Skills – Providing training and assistance with tasks such as meal preparation, personal care, and self-administration of medication.
- Therapeutic Support – Implementing or extending recommended therapeutic interventions under the guidance of a professional. This may include reinforcing physical, occupational, or speech therapy programs.
- Behavioral Support Strategies – Offering training and assistance in developing healthy emotional expression, assertiveness, and socially appropriate behaviors.
- Medical and Health Care Support – Assisting with routine medication administration and attending to ongoing health needs.
- Emergency Response Training – Developing and practicing emergency plans, prevention strategies, and use of safety equipment or technologies.
- Community Access Services – Exploring community resources and supporting participation in activities that promote inclusion and connection.
- Personal Finance Assistance – When combined with other HPC components, helping individuals manage personal finances responsibly.
Service Options
HPC can be provided one-on-one or in a group setting, depending on the individual’s needs and preferences. Providers may also perform homemaker activities on behalf of the individual, even when the person is not physically present.
Important Service Guidelines
HPC services cannot be provided at the same time as the following:
- Money Management
- Residential Respite
- Adult Day Support
- Group Employment Support
- Individual Employment Support
- Vocational Habilitation
Additionally:
- Homemaker/Personal Care cannot be provided by a driver while delivering non-medical transportation services at the per-trip rate.
- HPC services cannot be provided by a county board of developmental disabilities or a regional council of governments.
